Breaking away from organised crime groups with the help of Exit Programme

Sentenced persons are offered support to break away from organised crime in all prisons and probation offices in Finland. The Prison and Probation Service collaborates with Aggredi and the National Bureau of Investigation on the Exit Programme, but each person taking part in the programme can choose whether to work together with all parties.


The support people breaking away from organised crime are offered always depends on their personal situation and needs. The working methods and progression will be customised together with the person participating in the Exit Programme. If need be, the support will continue even after release.

The Prison and Probation Service, Aggredi and the National Bureau of Investigation are committed to the ethical principles of the Exit Programme. For example, they will not ask or talk about offences committed by other people. The core values of the Exit Programme are safety, confidentiality and professionalism.

Ethical principles of the Exit Programme

Your safety and the safety of those close to you is our priority
You will be given an opportunity to interact with authorities and Aggredi in a safe environment. An assessment of your safety and possible security arrangements can be started immediately.

Everything is based on trust
Information on you or conversations with the authorities will not be stored in the authorities' data systems and only those working in the Exit Programme know about them. Aggredi does not record any information about you. You will not be given false promises in the Exit Programme.

Information is only exchanged between the parties of the Exit Programme with your consent
Aggredi and the authorities will not exchange any information about you without your consent.

Our only aim is to support the process of breaking away
The aim of the work is genuinely to help you break away from organised crime and not to resolve issues relating to prison security or criminal investigations.

We do not discuss offences committed by you or others
The Exit Programme is not about gathering information or getting a source for the authorities and, therefore, does not pose a risk of criminal prosecution to crime groups. This is to protect you and those close to you.

Exit Programme is always voluntary
You will be offered support to break away from organised crime, but you will make the final decision to start the programme together with the parties involved. Your participation can also be terminated at the request of one of the parties at any time without any repercussions. You can contact all parties without any commitment to start the programme.

Breaking away does not affect criminal liability
Representatives of the National Bureau of Investigation and the Prison and Probation Service are subject to liability for acts in office and, therefore, are obliged to intervene in the event of detected violations of the law. Aggredi acts based on the ethics of care work and is not obliged to report offences that have already been committed.
