Safety and security

Safety and security are one of the four values included in the strategy of the Prison and Probation Service. They apply to everything and form the foundation of our work. Safety and security are based on professional staff, dynamic security, technical security systems and planned actions.

Knowing our clients, i.e. the prisoners and probation clients, is one of the foundations of safety and security in our work. When getting to know the clients, the main sources of information are the clients themselves and the observations and assessments made by our staff or cooperation partners. A key factor in getting to know the clients is dynamic security.

According to the concept of dynamic security, security applies to everyone and everything. It emphasises the significance of interaction, presence and observation. Dynamic security means a working method, where the staff prioritises the daily communication and interaction with the clients. We refer to this working method as individual work or interactive work with the clients or, simply, client work. Dynamic security is based on high professional ethics and aims to ensure good order, rehabilitation, and preparation for freedom.

One of the goals of the enforcement of prison sentences is to prevent offences during the sentence term. Dynamic security, technical supervision and security systems, and cooperation with authorities and other cooperation partners support the goal.

Technical supervision and security systems are widely used in all units of the Prison and Probation Service.

In addition, all closed prisons and one open prison have prison detection dogs trained to detect drugs and other prohibited substances or objects. The prison detection dogs have an important role in prison inspections and crime prevention.
