Facilities
The Prison and Probation Service develops its national network of prisons and other facilities continuously. This means renovating old prisons and building new ones and regularly reviewing the space needs of probation offices. This web page contains information on our current prison construction and renovation projects and the central government’s joint service points and working environments, where probation offices are moving.
Oulu Prison
A new prison is being built in Ruskonselkä, Oulu and is to be completed in November 2025. The new prison will replace the existing prison building, which is old, impractical and in poor condition. The new building will have 100 prisoner places of which 20 are assigned to female prisoners. In total, the number of prisoner places will increase by 20. Energy efficiency is taken into account in the planning of the prison. Special attention is paid to the level of emissions and sustainability. In addition, the aim is to ensure that the facilities are healthy and there are no indoor air problems.
The new prison will be located in Ruskonselkä next to the main police station of Oulu. A courtroom for the District Court will also be built in the same complex.
Vaala Prison
A new prison built in Vaala will be a modern closed prison with 100 places for men. Pelso Prison located nearby will move to the new facilities of Vaala Prison. The staff and prisoners will get modern, safe and healthy facilities.
Vantaa Prison
The extension of Vantaa Prison is scheduled for completion in early 2025. It will add 160 prisoner places to the prison. The aim of the construction project is to respond to the increase in the number of remand prisoners. The project is implemented based on the principle of an eco-efficient prison, in which particular attention is paid to energy saving and waste management.
Renewal of central government’s service and premises network
The aim of the central government’s service and premises network renewal is to bring together the in-person services into joint service points during the 2020s. At the same time, it makes the central government’s use of premises more efficient as agencies move to shared office spaces. The renewal of the service and premises network affects the probation offices of the Prison and Probation Service.
Moving to joint service points will create synergy and benefit the Prison and Probation Service significantly, as the premises are shared by many government agencies whose services the probation clients use. The possibilities of the probation clients to both use the digital services and meet the authorities face-to-face will become more versatile. They can also manage their affairs with several authorities in one visit.
Besides the Prison and Probation Service, the project involves the Regional State Administrative Agencies, the Digital and Population Data Services Agency, the Centres for Economic Development, Transport and the Environment (ELY Centres), the Finnish Immigration Service, the National Land Survey of Finland, the Legal Aid and Public Guardianship Districts, the Police Licence Administration, the Employment and Economic Development Offices, the National Enforcement Authority Finland, the Finnish Tax Administration and the client services of the Social Insurance Institution of Finland Kela. The aim of the joint service points is also to provide as wide a range of municipal services as possible and suitable services of the wellbeing services counties.
