Scientific research

Legal basis for processing personal data

Data Protection Act, section 4, paragraph 3; section 6, subsection 1, paragraph 7; section 7, paragraph 2.

Categories of data subjects and related categories of personal data

The category of data subjects is inmates released in 2019.

The data of the study is based on data of inmates released in 2019 sampled from the inmate information system. The inmate-specific data contains basic information about the inmate, such as the start and end date of imprisonment, the principal offence of the sentence, imprisonment record, age, sex and nationality. The observational unit of the leave data linked to this data is an individual leave decision, which indicates the grounds for the leave, the decision date, the facility, the result of the decision and information on any technical surveillance during the leave. Information on compliance with the conditions of the leave is also processed.

Recipients or categories of recipients of personal data

The research will be carried out on behalf of the Ministry of Justice by Mikko Aaltonen, Professor, Mia Kilpeläinen, University Teacher, and Jussi Pajuoja, Master of Laws, title of Docent. Personal data will not be disclosed anywhere.

Planned time limits for erasure of personal data

The data will be erased at the end of the study, at the latest in June 2023.

Rights of data subjects

Information about the rights of the data subject is available on the data protection page of the Ministry of Justice (in Finnish). Data subjects have the right to object to the processing of their data at any time on grounds relating to their particular situation. In such cases, the Ministry of Justice will erase the personal data, unless there are compelling legitimate grounds for retaining the data that override the data subject’s interests, rights and freedoms. Data may also need to be retained if this is necessary for the establishment, exercise or defence of legal claims.
